If I made coffee illegal and waited outside a Starbucks for someone to walk out that I didn't like and arrested him while ignoring all the other millions of people walking by would that be legal?

Even if it is it certainly seems wrong so why is it we still have anti obscenity laws which only get enforced when someone people don't like is brought to trial?
