By the old meaning of the word, DQN refers to a stupid mindless punk, as in the ヤンキー kids that do nothing but loiter outside convenience stores with their cigarettes and rebellious haircuts. NKorea matches that with their mindless militaristic stupidity that has resulted in a devastated economy and starving population. VIP (as in a VIP club) is sort of appropriate for SKorea, given their rising status in the international stage.

But if you're talking about the English boards /dqn/ and /vip/, the links would be reversed. /vip/ is full of retards and unoriginal trolls and chaos (NKorea) while /dqn/ has more quality, though still plenty of shitposts and annoying people complaining about shitposts (SKorea).
