the more serious answwer than you wanted is "bethesda is too lazy/cheap to create more than one 3d model of female player torsos"

a bit oversimplified, as I believe armor in ES games actually replaces the torso model entirely, thus making a player race without boobs would require a custom "DFC female" version of every armor
