How does this software prevent someone from going to http://proxy.org/cgi_proxies.shtml and using OVER 9,000 (sorry) proxies to spam this site into an unrecognizable mess?

Sure we could recognize the CSS and the categories, even the frames (was this site written in 1997?), but all of our beloved mittens would be pushed to the ends of eternity.
