All the gothic loli stores around where I live (and there are many) are, once you consider the exchange rate, very cheap. So they do exist but I doubt you'll find anything cheap on the English internet.

They have a lot of cheap stuff on ebay but if you want to do lolita properly you can't do it cheap. Cheap lolita style stuff just looks tacky.

If you're willing to spend a lot of time looking through thrift stores for gothic lolita-esque clothing, I think that it is definitely possible to dress gothloli and wear it well on a small budget. It's not easy, though.
