I'm a girl in college. I have always been kinda tomboy-ish, like wearing running shoes, sporty clothes, have my hair in a pony tail, etc. (But I've recently cut my hair, and have it down now). I just wear jeans and t-shirts + hoodies.
I guess you could dress with some fitting jeans, tank-tops (it's not too far from the 'sporty' clothes but usually looks way more feminine), and maybe a light blouse on top of that. Once you get used to that you'll probably be able to shift to different kind of tops and so on.
Take a look around of what sort of fashion is going on. Look at different stores, magazines, do online searches and see what catches your eye. In HS, I dressed in a preppy-casual (American Eagle style, really) but now in college, I dress in a laid-back (bands shirts, graphic tees, stripes, layers), sometimes punk-ish style because it was more my taste.
Do what they say, but personally girls that are tomboys are awesome. I love them.
A cute top and a fitting jean! A pair of cute flats does wonders too, and this is a perfect season for wearing flats. Or a cute dress - wearing a dress is such a simple way to dress up (pun not intended) since you don't need to worry about how to match tops/bottom/and so forth.
If you feel a bit uncomfortable in a dress, you can wear jeans underneath
aww thanks, I'll try what I can do this summer. My first response to tank tops was.. "too revealing! I'll be burning in the sun and have all my skin peeling off." Sighz..

That's why I said you can start by having some additional piece of clothes on top of that. Then when you feel assured enough you can try removing it :)

do you want a more fem. look or just a generally cuter look?
I think you need to find out your own style. The reason for this is that you will get to wear what YOU like, and feel comfortable in it. Plus, the clothes will be YOU. You can do this by observing others around you and deciding what you like and not like. Have an opinion. Then, you need to learn a bit more about fashion. Buy some magazines that you think suits your tastes (use your instincts). Sometimes, you can do this buy just looking at the cover of the magazine and judging. Familiarize yourself with those different looks for a while. Style doesn't just come, it takes time. After a while of observing and trying to educate yourself on fashion, you will no doubt develop an opinion of what you like and don't like. Then, you'll be inspired and one day, you might even think, "oh, I want that shirt that I saw that day! It's so me!" Then, you've found your style. :)
Playing up the tomboy angle in a "cute" way is a very nice aesthetic.
you need to change your own room color.
