What's the best tool/ software for Computer Graphic Art??
"Computer Graphic Art" is far too wide a term for it to be possible to answer this in any meaningful way. You'll have to be more specific about what you want to do.

Adobe Photoshop - editing pictures and other graphics.
Maya - 3D design program, very hard to use.
Lightwave, Terragen, Painter, Photoshop.
Blender is fine too.

Gimp is my biggest pet peeve ever.
In 1998 it looked like Gimp would soon catch up with Photoshop. Then development went dead, and what eventually popped out (2.0) was underwhelming. The braindead interface hadn't changed either.

Realise that nearly every single opensource project that exists fails at basic interface design. GIMP does fail at it.

Gimp would be much less of a hassle if all the panels were in one window, like Photoshop.

Adobe Illustrator is for vector graphics, which are used a lot in design nowadays.
Since typography is one of the graphic arts, there's Fontlab, too. The manual sucks balls, though, so you're better off with online tutorials.
I use Paint Shop Pro Photo XI now.. having stuck with Paint Shop Pro since version VII (when it was still done by JASC) I can just say I like it best.
Photoshop is ususally pushed as the "better" product but to me it just seemed more complicated and like it took up more system resources.

It's a soft from Japan, and was designed especially with "simple" illustration in mind; that is, get a feeling close to that of doodling on a piece of paper. It has awesome watercolors, and is my favorite soft for working with blended colors (I think painter is too "heavy").

as for price...
you can bootleg photoshop and illustrator just like any program...but beware...its going to take you years to get anywhere near 'good'. I got photoshop 7.0 in 10th grade and now im going to sophomore year in college and cs3 is coming out...and i've been constantly practicing with these programs, I guess you can say that im 'decent' but i still have a ways to go
i go for photoshop for professional purpose but gimp for normal use, as gimp is free and is light weight
