If you wanna go for the spiky JRock/anime style, it really helps when you have a good cut for the purpose. Most Asians who want to achieve that look get a lot of layers, sometimes kind of choppy or shaggy. I know a lot of hairstylist use razors to get that look. Using this can thin your hair out a bit, which makes it easier to spike up and separate. I watched a video that said hair about between about 6 cm to 12 cm is easy to spike without being too short.
If you don't go to an Asian hairstylist [or even if you do] it's best to bring in pictures of what you want and explain how you want your hair cut in detail.
Also, you can always look up tutorials and information on other sites and whatnot.
