French punctuation question (7)

Bonjour! I learned that in French they avoir un espace avant les signes de ponctuation, I was wondering if the last word came at the end of a line, would the punctuation mark come onto the next line or would you put the word with the question mark together on the next line? C'est pour un ami. Merci!

They also put spaces around their « quotation marks » , which looks somewhat offputting.

Don't they follow that weird rule of spacing before the punctuation like this !
