Well, from what you've given us it sounds like confessing isn't going to get her to go out with you. If you're really set on confessing probably the best thing to do would be to say that you've developed feelings and you're not sure if she feels the same, and that you don't want to lose the friendship over it.
Of course, then you have to hang out with her when she tells you about the new guys that she likes, which will make you feel shit (at least, for a while)

uhm.. that really is hard aye? falling in love with your bestfriend? uhm.. i commend you for being brave enough in trying to tackle this. some people would have left it alone. don't worry update us and we can try helping you still. and yea the best way of doing it is talking seriously about it. i went thru the same thing and my friend told me when we were really arguing was that why or how come i haven't told him at all? it would have been best that he knew. well in our case it was my move first so i made my case with him and was able to argue well but on yours you are the guy. i think it will be your responsibility to tell her and talk it over. besides if you are really bestfriends then she would understand. and even if it doesn't work out, you should be able to move on and continue to be friends..

I confessed to a girl once during time I had as an exchange student, I had a lot of trouble getting the guts to do it, but I told her I liked her. She rejected me but I didn't care! I was happy that I had gotten over being a pussy and actually bothered to confess to a girl. If I hadn't asked her out, I'd have regretted it like fuck.
