female here, if I don't respond to someone's communiqué, the only reason is that I simply don't care enough and it feels like a chore to talk to the person. Generally this happens within a few emails, phone calls or whatever and it isn't really that person's fault per say you might have had a good chat but in the harsh light of day, they just don't really interest you.
