when you're in a relationship, or if you're in one now, which party initiates 'dates'...or anytime you guys meet up?

my bf hardly ever initiates 'doing stuff' or just 'going out to chill out'... even if its the holidays and we don't see each other as often as in school

Well it depends in the relationship. Typically the more proactive one would be setting up dates because it would be their nature.

And if your bf doesnt initiate things, it doesnt mean he doesnt give a shit, it just means he doesnt know what to come up with.

I'm a guy and I've had a realationship where I had to set everything up and then a different relationship where the girl was very eager in setting things up it. It doesn't mean anything either way it depends on the people. He could just be very busy or doesn't even think about it. If you are the only one who sets things up maybe he just assumes you will keep doing the same without any worries towards how you actually feel. You could tell him you want him to set things up or you could not bring up hanging out until he does. Either way I think it will answer your question.
