I'm not entirely sure what he means by that, but building off what I can discern from that idea, I think it would be a better idea to make new users quickly knowledgeable about how to behave on this site, as that would be easier to enforce than controlling who visits this site at all.
I think a good deterrent for people that would be more suited for imageboards and phpBBs is all ready present on the site in its being a textboard. Also the very minimalist page greeting new users that reads in very small text, ''this is a site for anonymous discussion"drives away less scrupulous people.
In terms of popularity, 4-ch is way past its apex, so I don't think there should be any concern. Seeing as the prior posts are from 2008, I'm sure it was very warranted to become concerned about a luxury such as the type of users a site gets, though.
