It's an interesting idea. I have no idea if the phenomenon is still going on. Things like Pokemon feel less like a "Cool Japanese" thing than they feel like just another part of the cultural landscape, like Coca-Cola. Nobody thinks Coca-Cola, the American drink! They think Coca-Cola, the drink.
It's still going for sure from what I can tell. Japan is the most virulent soft-power in the world. It has the most Michelin 3 star restaurants of any country. Their college-bound population has one of the highest turn-over rates to English speaking nations. Their culture is unique, bright, mysterious and interesting; it's novel and has an outlook and reliance on technology such that many adults see it as a plausible microcosm for how the entire planet might look in tge future. Its foreign-ness makes it seem unknown to the precise degree that anyone with an interest in it can always learn more. And don't even get me started on the massive snowball with the popularity of anime. Japanese currently know how to re-create and market everything, from technology to themselves, in a more prolific manner than perhaps any race yet. What word do you think of when you imagine a person obsessed with a foreign country? That's right. They are the neutral, Teladi traders of the real-life terrestrial realm. They are perfect as a soft power and the term "Cool Japan" emphasises this so well
