I don't know how much more racist Japan is than say... Norway.
Both are very civilized, well-managed, socially conscious democratic nations with a modest amount of immigrants.

Which is to say that there are the blatant racists on the fringe, and the majority of people don't really care. Sounds like most of the world to me.
