Outing a "CIA member" who would then have to endure snubs at trendy leftoid cocktail parties in the Northern Virginia 'burbs is rather different, both in degree and in kind, from outing field agents in the field who end up getting captured and executed by hostile governments. As the law is written it specifically punishes the latter, the former is possibly rude and in bad taste but not criminal.

This is why "Scooter" Libby was prosecuted for perjury, not for high treason.
