In Japanese schools this is normal&#44; unlike many countries in the west where janitors are hired to clean the schools professionally. At the time he was dispatched at a government office in Tokyo&#44; Chiyoda-ku.</p><p>According to the report&#44; on March 11th around 6:45 pm&#44; the suspect&#44; dressed in a school girl uniform&#44; lifted his skirt up and flashed a 16 year old  girl within an apartment complex</p><p>The suspect wore a wig&#44; wore make up and had a mask on. After getting into an elevator with a girl coming home from high school&#44; the suspect got out of the elevator for a moment&#44; turned around&#44; lifted his skirt up and said to the girl&#44; “Please&#44; watch me”. The suspect admitted his crimes to the police.
