How to enable "hand written" Japanese character recognition (WinXP) (2)

I've just reinstalled Windows, and I'm going around reinstalling all my stuff, and I can't work out how to get the "hand written" Japanese character panel to show up.

I've installed the Japanese language pack, and every other part of the IME works fine, but on the drop-down menu and sidebar for input selection, the "hand written" icon is missing.

Here's a picture for clarification.

There's usually a paintbrush icon in the left-most panel that would allow me to just draw characters with my mouse, but it's not showing up.

Any help with this would be greatly appreciated.

Right-click on any of the icons that are there to make the drop-down menu appear, select last line of the menu, a selection panel appears, select the handwriting icon, select [A]ddition, [C]lose panel, done.
