Not quite sure what you mean, unless it is "burn mp3's/ogg/wma/etc, to a CDR to listen to in car stereo" in which case any burning program should do this.

whenever i burn it onto CD, I can't open it when i re-insert it into my laptop. It just crashes whenever I try to play it from the CD

ok now it worked, but the quality is really bad. Is this normal?

yeah, mp3 sucks.
the quality shouldn't be any worse than the original mp3, tho.
