And the theory on tumblr is that the third paper hired a freelancer, who must have come to them with a proposal after getting a ticket, because there's nothing online that he or she has reviewed previously. RADA might have done better to select a limited press pool of people to review it, because this stirred up the complaints about the limited availability.
