I am pretty sure anyone who actually *cares* what the cat's name is knows that it is Monar.
A few weeks ago, I visited a middle school in southern Japan. A kid with thick glasses drew a cat saying "noma-noma-iei" on the blackboard. But it was AA style, surely he knew 2ch. I verified this by drawing Shii for him, which got a rather surprised reaction. The other kids in the class didn't care what it was, they just liked the song and soramimi.
Also, not all companies hijack 2ch artwork and call it their own. I saw that cell-phone ad on TV with all the "kitaaaaa" AA. That was clearly a reference and not plagarism.
It kind of depends whether you do it in a respectful manner.

Monar is not "public domain", as you state in the FAQ. He is more like "community property", as his character was designed by 2ch all together.
