seriously you can probably find a free webhost if you don't mind it injecting obnoxious ads. if you really want to pay, you can find places that do hosting for like $1 or $3 a month, webhosting is pretty cheap nowadays due to the metric assloads of competition

these go out the window if your board become popular and starts using a lot of bandwidth/cpu, but it won't

If you want a proper domain name you're probably fucked because ICANN requires that there be some way to contact you from whois info. Some registrars will let you hide behind them but they'll just act as a middleman and still require your own info themselves.

I don't know any webhosts offhand that don't ask for personal info, but I'd suggest checking out ones that accept payment in Bitcoin and other crypto.

Not much, but is it worth it? What's this board going to provide that others don't already? Is it just going to be a copy of a copy of a copy of 4-ch/iichan? You can already see how those turned out. If you're not already a competent webadmin or at least willing to learn (configuring your server properly, maintaining your board software, troubleshooting bullshit) you'll probably be fucked. I imagine you're the latter since you're asking about hosting here. Either way, if you're going to do it just try a cheap vps. Something you can install wakaba/kareha or vichan on with enough headroom for any other services you want. Just be aware of the limitations associated with different vps plans. I've used a2hosting with the cheapest plan in the past and haven't had any significant problems. It was about $30 semi-annually and $20 annually for a domain. Try to find a host that doesn't make you pay out the ass for upgrades. Storage being a big one since files tend to pile up on ded boards overtime. If you're really concerned with the budget I imagine you could micro manage costs even further with proper research. Hell, you could even run the server off your moms home connection. I know there's a few boards out there running on home servers for whatever reason. Whatever you do, good luck.

I personally want to start a programmer developer blog. It would need to be an image board because I will want to attach images to the posts. I could easily afford $50 a year to rent web hosting and a domain.

You can embed images in posts in all but the most minimalist blog software, dude. WordPress or w/e will do what you need and also let you format the posts better and make the entire website look nicer. There's really no benefit to using an imageboard instead.

I was thinking about starting a programming discussion forum that's centered around the topics of my web log. Perhaps I could create some kind of Wordpress plugin to make it look and feel like a 4chan style imageboard.
