You're forgetting the fact that Japan is a democracy (rule by the people), and that an apology from a nation's government is equivalent to an apology from most of the people in that country. It's highly impractical for individuals to apologize for an injustice committed by many in the past. Meaningful apologies for atrocities on the grand scale is the only way for reconciliation.
