Restricting the ban to "discussion of downloading licenced series" is a bit dumb. It brings out the idea that a show's being licenced elevates it to a saintly level where soiling it with impure thoughts is grounds for decapitation.

Whereas a blanket ban on "HAY GUYZ HOW DO I DOWNLOADED THIZ" would keep the board on discussion of anime rather than discussion of downloading. Really, what kind of a silly git doesn't know where to find his licensed stuff? Unlicensed, it's even easier.
