the only real differences between PHP and PerlHP are:

  1. PHP is a hack to embed an ancient version of perl in HTML, plus the worst standard library ever. PerlHP is the same thing, but with a much better standard library and a modern version of perl.
  2. PHP has delusions of being useful for more than just embedding code in HTML. PerlHP doesn't.

PHP is even more of a joke than PerlHP.
