Correlation does not imply causation. Robots do not pick up on social cues. Autistic people do not pick up on social cues. That does not mean robots are autistic. Autism was not as well-known a condition during the writing of TNG as it is now, and the likelihood of them writing an autistic person in as a secondary character are vanishingly small.
