Castration would be very effective; Not that I'd endorse it as a mandatory penalty.
And there are different profiles of rapists, some that do it for sex/lust, some for power/sadism, some for punishment/revenge, and some that just lose control having always thought that rape was wrong and that they're not capable of something like that.
