I think that Japan, if it could somehow overcome the rightist hawks holding positions, (they gotta kick the bucket at some point) should issue an official and formal apology to the victims, well-attended and so on, in front of the world.

The reason for this is that even though Japan has made some actions (such as the small apology which is now under investigation) as well as economic aid, it has never issued a large and formal apology like Germany, which has rendered parties that suffered at the hands of more or less satisfied.

If Japan issues such an apology, the world would perhaps be a lot kinder to Japan. In addition, if Korea and China insist on complaining about it, it will make them look bad; as Japan has complied to all their demands, the earlier economic aid, as well as the final point, an official apology. If that's not good enough, the true intentions are revealed...they just want handouts and want to harass Japanese for personal reasons.
