No shit. Seriously, there aren't many foreigners in Japan other than Chinese and Koreans. It's like being shocked that crimes committed by non-citizens in Texas are mostly committed by Mexicans. The thing here, is to compare it to crimes committed by citizens, and then we'll talk. Were you expecting there to be a giant boom in crime committed by the handful of Black people in Japan, or two Indian people in Japan?
