You're talking about life in nature, outside of cities. Wild life, no rules. No laws.

Lions murder zebras for living. That boy's torturing a cat for fun. You could argue that he's does what a domestic cat would do with its prey before killing. That's "play with it". But it ain't his food at all. And he's a human being, he shouldn't do it both as a member of society and as a member of different species.

This kid deserves to be sent to uranium mines or used to fuel a bioreactor of some kind.
