Easier word than I expected, considering I picked up a kanji dictionary. Thankfully page 3 was still the preface.

I hereby make rule 4 mutable, because I believe we need harsher punishments for those who break the rules.

I hereby revise rule 4 to: 4. (m) If a rule has been found to be violated in a post, the person(s) responsible for the post cannot play the game for four turns in a state of "probation." The statue of limitations for committing a crime is one turn: that is, in order to be placed into probation, the post directly beneath the offending move must state how the preceding poster broke the rules. If one or more turns have taken place since a player has committed a crime, then he cannot be found guilty.

It's awfully long. If someone would like to split the rule or make rules which explicitly define punishments or kinds of crimes, that would be appreciated. Without further ado, the rules:

I change rule 8 to
"8. (m) Game ends when thread hits >>999. Every post number divisible by 30 is hereby appointed appointed "Judge." If a contradiction in the rules is called into question, the next Judge must rule on the case, and his or her interpretation will be law. Until the Judge rules, the rule with the lower number will take priority over the rule with the higher number."

Note that this is more than 300 characters, but Rule 11.(m) only applies to newly added rules, so my move is legal.

(m) If a rule has been found to be violated in a post, the person(s) responsible for the post cannot play the game for four turns in a state of "probation." only if caught by the next following poster. Any changes made by the offender are implemented the opposite way around. If this change is impossible then the changes must be ignored. The poster who caught the offender must announce the update.

Note: part (a) of rule 4 no longer exists.
