He didn't post his number per rule 8. His post is to be disregarded as stated in his own rule. He gets only 1 DQNcoin for breaking one rule (to a total of 20?). His changes to rule 5 are reverted back to >>18:
If a rule has been found to be violated in a post, the person(s) responsible for the post cannot play the game for four turns in a state of "probation." only if caught by the next following poster. Any changes made by the offender are implemented the opposite way around. If this change is impossible then the changes must be ignored. The poster who caught the offender must announce the update.

On a side note: >>20 DIDN'T reflect changes to rules properly. He also switched order of rules around at his own will (e.g. rule 4 was rule 13, rule 5 was rule 4, rule 13 was rule 11, etc). Hopefully >>25 will revise this list.
