Keidanren and corporate Japan are not interested in opening up Japan to the rest of the world, since they remain just as insular, close-minded, inward looking and xenophobic as ever. The only thing they are really interested in is access to low-cost temporary foreign workers from developing countries to fill unskilled and low-skilled positions. These are positions they cannot fill with Japanese workers due to the worker shortage here. This worker shortage means either having to move operations outside of Japan or succumb to wage pressures for these positions at home, thereby hurting the bottom line profitability of Japanese companies. Neither of these are attractive alternatives for corporate Japan and Keidanren.
