No we are the English version of 2channel and 4chan is a imageboard not a textboard futaba channel is what inspired 4chan and that came out in 2001.
4-ch came after world4ch, which was affiliated with 4chan and was later merged onto the old 4chan dis subdomain. World4ch was based on world2ch and world2ch was based on 2ch. And somewhere along the way was 4-ch, with no affiliation to any of those sites, but all textboard users were cross posters in those days so 4-ch basically was world4ch posters in the earliest days. The domain referencing plain 2ch as the whole "world" prefix became a forgotten memory after world2ch was dead for a few years by that point.

It came after moot's first textboard experiments, but is just barely older than w4ch in its final configuration. 4-ch was created to specifically host the textboard section for wakachan, and has simply outlived the rest of that site.
