I limited my web intake by creating RSS feeds for my most visited sites. Yes, have folders for every 4-ch board. but only check when it's convenient instead of taking the time to navigate though all the websites every hour. Youtube browsing stays at a minimum because I have all my subscriptions curated and spend less time browsing.

Try to be offline as much as possible so it becomes a habit, turn off router physically, get temporarily or for good to a remote location where there is bad internet service, etc. Like with drugs, the only complete cure is to abstain completely - but we live in a society, so that is unrealistic aim.
