Isn't crayon shin-chan for elementary school students?

Yeah, I first saw it on Adult Swim in the 2000's. The art style was always rough and childish but kids would not have enjoyed it.
There was also that super milk-chan show that I forget the full/exact title of that aired around the same time. Childish art style but very not for kids.
