Yeah, How do you expect your NAP/Peace to last without some kind of army? People are stupid, and even a small group can cause a lot of disruption if riled up enough. Also, if you're ancom, do you really expect a command economy to be able to predict the needs of billions of people, after seeing how resources in the USSR turned out?
