I think what you've laid out is the heart of the matter - some people use them not because they've suffered/experienced these events and don't want to be reminded of the events. Instead, I fear some people are using them when they want to avoid subjects that they find difficult. Or worse, subjects that they'd like to think don't exist. Yep, nothing like denial. They'd like to trigger warning the dishes and exams and getting a job when, as you wrote, they are not meant to be used in this way.
That having been said - in the future, I need people to trigger warn the following: EO, gates, purses, UsWeekly and the veranda over at CB - what the hell are they on about with the veranda?
