Nope, he's more implying that "black" people take offense at insults as well, especially if you use one of the most offensive, racist ones you can find.

As I mentioned, I'm black. If someone ever called me that to me face, I'm not sure how I would react, having never been in a fight of any sort my whole life. But it would be asking for trouble.

P.S: And if it was a "big group" of "black" people, your chances of something happening increase by the added sum of four die rolls.
