The All-knowing Unnamed Dictator of the Oceaniac Union orders that all resources be directed to fortifying the Thailand/Indonesian border. These efforts shall collectively be known as "Plan Turtle."

The first phase of Plan Turtle:
*Random military conscription of 10% of all physically fit males or females 18-30, to send to Indonesia
*Warm diplomatic relations with the Thai government, including bribes for top military officials
*Top-secret biological and nuclear weapons development
*Government funding to vastly improve Indonesian infrastructure and quality of life, to support the influx of military

The rest of the country is free to go about their business as they usually do... for now.
