Second Five Year Plan:

• Mobilize the armed forces. Draw down army deployed in Cameroon, redeploy in Kenya.
• Position fleets in international waters around the Horn of Africa, in the Mozambique Channel, and north of Madagascar.
• Attempt to bribe governors of peripheral states of Madagascar to defect.
• Increase guarana crop in Brazil.
