All nations are advised that the Front may be forced to involve itself in any war in Africa.

The Coördinating Committee of the MLMLBNPLF promulgates the Third Five Year Plan, summarized as follows:

• The anniversary of President Beriziky's death shall be a national holiday in Madagascar, observed by a 24-hour quarantine of the island.
• The Peruvian non-aggression pact is warmly accepted.
• Diplomatic observers shall be sent to Madagascartown to determine the disposition of its new government.
• The Revolutionary Military Council's plan for modernizing the military is approved. It calls for:

# The development of the Air Force as a means to air superiority
# The development of the Army as a small, fast-moving force based around air assault
# The the development of the Navy as a force capable of interdicting marine landings and merchant fleets in and around Africa, and a small number of nuclear ballistic missile submarines
# An official nuclear policy under which we will not strike first but will retaliate massively against any unconventional attack via submarine, for which we allocate 8 of our 10 nukes. We also reserve the right to use tactical nuclear weapons in defense of our own territory with the remaining nukes.
