Please kill him. Depending on your FTP provider, there will be an option to block proxies. OR, you can replace captchas that we currently have with more advanced captchas that proxies cant load.

Please, please, please appoint more janitors. Heck, even I could do it. All it takes is a weekly passthrough to clean the constant barrage of spam, and there would be visible improvement.
