Just make the other half of the circuit wrap around the bottom of the exposed stairs. Of course, hiding the actuators and motor would be tricky, but that's where you'd integrate the column the thing is presumably built around. Imagine a rod with a series of smaller rods stuck to it in that spiral pattern. Each of these rods would be the gear shafts contributing to the stairs' smooth, continuous motion. Then, since within the larger rod you have a set of smaller rods lining up vertically, you would just wrap a belt around each set, connected of course to your motor, which is hopefully inside or below the base of the rod.

I'm in Wakayama prefecture. I think I can enjoy the slow life, taking it easy among the fields and mountains, biking aimlessly and looking out over the lonely sea.
