The Coördinating Committee of the MLMLBNPLF promulgates the Fifth Five Year Plan, summarized as follows:
- Declare war on Nurupo.
- The bulk of the surface fleet is to be stationed along the Horn of Africa.
- Air cavalry from Chad are to invade Sudan by air assaults on Khartoum and Kusti. If those are successful then regular troops from Chad are to mop up the cut-off southern and western regions of the country.
- Air cavalry from Kenya are to invade Somalia by air assaults progressively along the main coastal road from Kismaayo to Mogadishu, with regular troops following behind.
- Reassure other nations that we will not hold onto any territory taken in war outside of Africa.
