Reviving this old thread, sorry. Would you consider the new season/reboot of Bee and Puppycat an anime? While it was originally an American show, it's now a co-production between Frederator and OLM.

Yes. Anime just means animation in Japanese. If it's animated then it is strictly speaking anime. Western fans use the word to distinguish between Western and Eastern productions but the line has become blurry with co-productions lately. I guess we could look at Scorsese's idea of cinema (it's a special kind of visual experience and you know it when you see it) and see "anime" as a distinct type of animation. But then it's all in the eye of the beholder.
