Oh, so it's a being-cryptic-with-what-you-write-on-your-hands contest, is it? Well, back in secondary school (aged ~14) I created a fairly advanced code purely for writing notes to myself on my own hand. It wasn't a simple replacement code; it actually had up to three English letters per character.
Needless to say, I've completely forgotten the code itself and why I thought it was a good idea in the first place.
I wrote on my hand a lot when I was a kid. My dad said "You'll get ink poisoning!"... I'm still not sure if that was bullshit or not.

BBC site is alright. That "desktop sized" image is 40kb, thumbnails are 4kb, the layout is optimized to scale with the size of the screen down to 235px wide. AFAIK non-touchscreen phones have a pointer that switches between links. This drop-down menu is toggled by a click which means it should work on all phones.
Anyway, touchscreen phones are likely to have a BBC News app and they don't need this site anyway. That app is really neat, I use it every day.
On the other hand, NHK site screams, "I'm such a cheapo, I can't afford a normal data plan!" and it uses <center>, <font> and <marquee> tags. Which are non-standard/deprecated since HTML4. I hope they feel bad for this.
