Measures taken against global warming have always been negative instead of positive. Instead of giving grants to small factories in order to greenify their processes, they tax them to oblivion. Instead of improving public transport, they tax and/or prohibit car owners from using their cars. Let's not forget how electronics can boost their value by simply slapping a green sticker on top. A keen observer can notice that these measures only benefit a small business elite; while a polution fee might kill a medium-sized companies, big companies can pay them with ease, likewise car owners are forced to buy new cars every few years benefiting car manufacturers. That's why I don't take it seriously, because politicians sure don't. It's just an excuse to benefit their cronies, as usual.
