It's not really out of sympathy for disabled people (which is the key difference in modern usage, between a stupid person and someone with a learning disability) either, it's more that it just demonstrates the person speaking is a bit thoughtless. You can say "it's just how it goes" but that doesn't mean you have to be part of it. If you need to insult someone, there are hundreds of good words, but as individuals we can make the world a bit better place just be putting a bit more thought into how we interact with other people :)
