One recent RadHam tidbit from the company that handled the balloting:

Note what's number one and what's last, and the acknowledged publicity play in number four.

Also, the technical parts of the article imply to me that had they/RADA wanted to, they could have prevented the complete transfer of successful ballots from winners to others.
